De fet, s?assembla molt al?estrat\u00e8gia xinesa de fa 20 anys. <\/p><p>Per a empreses espanyoles, hi ha una finestra d&#8217;oportunitat de 3 a 5 anys per vendre tecnologia avan\u00e7ada. Despr\u00e9s, l&#8217;\u00cdndia podria ser un competidor a diversos sectors. La relaci\u00f3 ha de ser estrat\u00e8gica, no nom\u00e9s comercial: joint ventures, transfer\u00e8ncia tecnol\u00f2gica amb tornada, o establiment de capacitat productiva local.  <\/p><h5><span style=\"color: #ffffff;\">_<\/span><br> <strong>Una estrat\u00e8gia industrial sist\u00e8mica: \u201cMake in India 2.0\u201d<\/strong><\/h5><p>El m\u00e9s destacable del pressupost no \u00e9s un sector espec\u00edfic, sin\u00f3 la coher\u00e8ncia i l&#8217;escala de l&#8217;impuls a la manufactura dom\u00e8stica. <strong>No s\u00f3n iniciatives a\u00efllades, sin\u00f3 una estrat\u00e8gia sist\u00e8mica<\/strong> que abasta:<\/p><ul><li>Substituci\u00f3 d&#8217;importacions en sectors estrat\u00e8gics<\/li><li>Creaci\u00f3 de \u201ccampions nacionals\u201d amb fort suport estatal<\/li><li>Integraci\u00f3 en cadenes de valor globals amb m\u00e9s valor agregat local<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> El desafiament de lexecuci\u00f3: realitat vs. aspiraci\u00f3<\/strong><\/h5><p>Una an\u00e0lisi de les xifres revisades del 2025-26 revela un problema estructural significatiu: <strong>subexecuci\u00f3 massiva en programes clau<\/strong> . Les xifres reals s\u00f3n molt inferiors a les pressupostades, amb taxes d\u201fexecuci\u00f3 entre el 15% i el 59% en alguns programes cr\u00edtics. <\/p><p>La subexecuci\u00f3 respon a diversos factors estructurals:<\/p><ul><li><strong>Capacitat d\u00b4absorci\u00f3 limitada a nivell estatal:<\/strong> molts estats simplement no tenen l\u00b4estructura administrativa o t\u00e8cnica per executar projectes de la magnitud planificada.<\/li><li><strong>Processos de licitaci\u00f3 excessivament lents<\/strong> , amb m\u00faltiples capes burocr\u00e0tiques que alenteixen l&#8217;adjudicaci\u00f3 i l&#8217;inici d&#8217;obres.<\/li><li><strong>Coordinaci\u00f3 deficient<\/strong> entre el govern central i els estats que agreuja el problema, amb desencontres freq\u00fcents sobre responsabilitats, terminis i criteris d&#8217;execuci\u00f3.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Infraestructura: construint el \u201chardware\u201d manufacturer<\/strong><\/h5><p>La despesa p\u00fablica en infraestructura representa el 22,8% de la despesa total. Aquesta \u00e9s una proporci\u00f3 hist\u00f2ricament alta que reflecteix la prioritat estrat\u00e8gica de la connectivitat f\u00edsica. <\/p><p><strong>Principals partides<\/strong><\/p><p><strong>Transport:<\/strong><\/p><ul><li>Carreteres<\/li><li>Ferrocarrils<\/li><li>7 nous corredors d&#8217;alta velocitat ferrovi\u00e0ria<\/li><li>20 noves vies navegables nacionals (pla 5 anys)<\/li><li>Corredor de c\u00e0rrega Dankuni-Surat<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br> Desenvolupament urb\u00e0:<\/strong><\/p><ul><li><strong>City Economic Regions (CERs):<\/strong> Zones econ\u00f2miques metropolitanes planificades que integren infraestructura urbana, clusters industrials i connectivitat log\u00edstica. Cadascuna rebr\u00e0 uns 550 milions d&#8217;euros en 5 anys per convertir-se en motor de creixement econ\u00f2mic regional. <\/li><li><strong>Urban Challenge Fund:<\/strong> Fons competitiu on les ciutats competeixen presentant projectes innovadors urbans (mobilitat, residus, digitalitzaci\u00f3). Les millors propostes reben finan\u00e7ament, incentivant innovaci\u00f3 i efici\u00e8ncia municipal. <\/li><\/ul><p><span style=\"color: #ffffff;\">_<\/span><br> Aquesta inversi\u00f3 massiva en connectivitat f\u00edsica no \u00e9s casual: <strong>l&#8217;\u00cdndia est\u00e0 construint el maquinari necessari per a un pa\u00eds manufacturer competitiu<\/strong> , reduint costos log\u00edstics i facilitant la integraci\u00f3 de cadenes de valor.<\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Obertura selectiva al capital estranger<\/strong><\/h5><p>\u00cdndia vol capital i
