class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><strong>A partir de l&#8217;1 de juliol del 2026, la UE imposar\u00e0 un aranzel del 50% a l&#8217;acer que superi les quotes lliures de drets en 30 categories de productes, exigint a m\u00e9s certificar el pa\u00eds original de fusi\u00f3 i bugada per evitar fraus a l&#8217;origen.  <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3e3fc2ae elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"3e3fc2ae\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5815a268 elementor-widget elementor-widget-text-editor\" data-id=\"5815a268\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>La <strong>Comissi\u00f3 Europea<\/strong> ha presentat una iniciativa legislativa per protegir la ind\u00fastria sider\u00fargica europea davant de <strong>l&#8217;exc\u00e9s de capacitat mundial<\/strong> d&#8217;acer. Aquesta nova normativa estableix <strong>contingents aranzelaris<\/strong> per a trenta categories espec\u00edfiques de productes. Un cop superada aquesta quota, s&#8217;aplicar\u00e0 un <strong>aranzel del 50%<\/strong> . El pla tamb\u00e9 introdueix requisits de <strong>tra\u00e7abilitat<\/strong> per garantir la transpar\u00e8ncia a l&#8217;origen dels materials. Aquestes mesures substituiran les salvaguardes actuals a partir del <strong>juliol del 2026<\/strong> .    <\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Mecanisme de Contingents i Aranzels<\/strong><\/h5><p>Pels fabricants de b\u00e9ns d&#8217;equip, el sistema de funcionament \u00e9s cr\u00edtic per a la planificaci\u00f3 de costos:<\/p><ul><li><strong>Contingents aranzelaris lliures de drets:<\/strong> S&#8217;obriran quotes anuals per a <strong>30 categories de productes d&#8217;acer<\/strong> (incloent-hi xapes, perfils i tubs) que es podran importar sense pagar aranzels addicionals.<\/li><li><strong>Aranzel fora de contingent:<\/strong> Un cop esgotat el volum assignat a una categoria o pa\u00eds, s&#8217;aplicar\u00e0 un dret de duana del <strong>50% <em>ad valorem<\/em><\/strong> . Aquest nivell \u00e9s significativament superior al 25% de la salvaguarda anterior per minimitzar el risc de desviament comercial. <\/li><li><strong>Gesti\u00f3 trimestral:<\/strong> Els contingents s&#8217;administraran trimestralment per evitar allaus d&#8217;importacions en per\u00edodes curts. Els volums no utilitzats en un trimestre <strong>no es transferiran<\/strong> al seg\u00fcent. <\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Nou requisit de \u00abFusi\u00f3 i Colada\u00bb ( <em>Melt and Pour<\/em> )<\/strong><\/h5><p>Aquesta \u00e9s la novetat administrativa m\u00e9s important per als importadors:<\/p><ul><li><strong>Definici\u00f3:<\/strong> El pa\u00eds de \u00abfusi\u00f3 i bugada\u00bb \u00e9s el lloc original on l&#8217;acer es va produir inicialment en estat l\u00edquid i es va dipositar en el seu estat s\u00f2lid primari (lingots, desbastos, etc.).<\/li><li><strong>Obligaci\u00f3:<\/strong> Els importadors han de presentar <strong>proves documentals<\/strong> (com ara certificats de f\u00e0brica) que demostrin el pa\u00eds d&#8217;origen inicial de l&#8217;acer.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Pa\u00efsos exempts i Socis comercials<\/strong><\/h5><ul><li><strong>Espai Econ\u00f2mic Europeu (EEE):<\/strong> Les importacions d&#8217; <strong>Isl\u00e0ndia, Liechtenstein i Noruega<\/strong> estan exemptes de les quotes i de l&#8217;aranzel del 50%, encara que hauran de complir igualment el requisit d&#8217;informar sobre el lloc de \u00abfusi\u00f3 i bugada\u00bb.<\/li><li><strong>Ucra\u00efna:<\/strong> Es tindr\u00e0 en compte la seva situaci\u00f3 de seguretat excepcional a l&#8217;assignaci\u00f3 de quotes lliures de drets.<\/li><li><strong>Pa\u00efsos amb acords de lliure comer\u00e7 (ALC):<\/strong> Les seves importacions estaran subjectes als contingents, encara que la Comissi\u00f3 podr\u00e0 negociar solucions bilaterals o aplicar mesures de salvaguarda espec\u00edfiques.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Impacte per als fabricants europeus de b\u00e9ns d&#8217;equip<\/strong><\/h5><p>L&#8217;informe t\u00e8cnic de la Comissi\u00f3 adverteix d&#8217;efectes que les empreses de maquin\u00e0ria han de preveure:<\/p><ul><li><strong>Costos d&#8217;insums:<\/strong> Es projecta que les restriccions d&#8217;importaci\u00f3 provoquin un <strong>augment en el preu de l&#8217;acer<\/strong> com a insum per a altres sectors (estimat un 3,25% a l&#8217;escenari m\u00e9s restrictiu).<\/li><li><strong>Producci\u00f3 i competitivitat:<\/strong> Els models econ\u00f2mics indiquen que els sectors que no poden substituir f\u00e0cilment l&#8217;acer importat per eurpeu, com la <strong>fabricaci\u00f3 de maquin\u00e0ria i vehicles<\/strong> , podrien experimentar lleugeres disminucions en la producci\u00f3 (-1,9% en alguns escenaris) a causa de l&#8217;augment de costos.<\/li><li><strong>Disponibilitat de subministrament:<\/strong> Aix\u00f2 no obstant, el Reglament permet a la Comissi\u00f3 <strong>ajustar els volums<\/strong> de les quotes mitjan\u00e7ant actes delegats si sorgeixen problemes greus de disponibilitat de subministrament en categories espec\u00edfiques.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br> Categories de productes d&#8217;acer<\/strong><\/h5><p>Les <strong>30 categories de productes d&#8217;acer<\/strong> subjectes a la nova mesura de la UE es detallen a l&#8217;Annex I i II del Reglament proposat. Tot seguit, es resumeixen aquestes categories, agrupades per la seva tipologia principal: <\/p><ul><li><strong>Productes Pl\u00e0nols d&#8217;Acer al Carboni i Aleats<\/strong> : Compr\u00e8n xapes i fleixos (laminats en calent i fred), xapes magn\u00e8tiques, xapes amb revestiment met\u00e0l\u00b7lic o org\u00e0nic, productes de llauna i xapes quart (plaques gruixudes).<\/li><li><strong>Productes Pl\u00e0nols d&#8217;Acer Inoxidable<\/strong> : Inclou xapes i fleixos (laminats en calent i fred) i xapes quart d&#8217;acer inoxidable.<\/li><li><strong>Productes Llargs (Perfils, Barres i Alambr\u00f3)<\/strong> : Abarca perfils comercials i lleugers, barres de refor\u00e7 per a formig\u00f3, fil de m\u00e0quina (sense aliar, aliat i inoxidable), perfils estructurals, tablestaques, material ferroviari, barres acabades en fred i filferro.<\/li><li><strong>Tubs i Perfils Buits<\/strong> : Compr\u00e8n tubs de gas, perfils buits, tubs inoxidables sense soldadura i una \u00e0mplia gamma d&#8217;altres tubs (soldats o sense soldadura), incloent-hi els de grans dimensions.<\/li><\/ul><p><span style=\"color: #ffffff;\">_<\/span><br> El Reglament vincula cadascuna d&#8217;aquestes 30 categories a codis NC espec\u00edfics per determinar si estan subjectes als contingents ia l&#8217;aranzel del 50%.<\/p><p>\u00c9s important revisar els codis NC dels productes importats (llistats a l&#8217;Annex I del Reglament) i assegurar que els seus prove\u00efdors externs poden proporcionar la certificaci\u00f3 de \u00abfusi\u00f3 i bugada\u00bb per evitar bloquejos en duanes o el pagament de l&#8217;aranzel del 50% un cop esgotades les quotes.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section
