Chongqing strengthens food processing

The Chongqing municipal government has approved a package of policies to boost the development of the food processing industry. The measures include financial aid, incentives for technological upgrading and logistical support, effective until 2028.

The Chongqing municipal government has adopted the Yufubanfa 2026/5 measure, which introduces a set of public policies aimed at boosting the high-quality development of the food processing industry and agricultural products in the region.

The measures, known as the “New Ten Policies,” are part of the local government’s industrial strategy to strengthen the competitiveness of the agri-food sector and consolidate Chongqing’s role as a food production and processing platform.

The policy package addresses the entire agrifood value chain, from the agricultural production base to industrial processing, logistics and trade promotion in domestic and international markets.

Financial incentives for industrial modernization

One of the main thrusts of the program is to facilitate the technological modernization of processing companies through various financial support instruments.

The main measures include:

  • Subsidies for technical transformation projects, aimed at improving production processes and renewing industrial machinery.
  • Public aid for the payment of interest on bank loans to finance technological investments.
  • Specific support for the acquisition or leasing of industrial equipment.

Although the total program budget is not specified, the magnitude of individual grants suggests that the potential impact on industry could be significant, including in relation to international commercial interests.

Priority agrifood sectors

The policies are oriented especially to seven key areas of agri-food processing, considered strategic for the region’s industrial development:

  • Edible grains and oils
  • Meat, eggs and dairy products
  • Fruits, vegetables and tea
  • Recreational foods or snacks
  • Condiments and flavorings
  • Ingredients for traditional dishes such as “hot pot”.
  • Chinese herbal medicine

The objective is to strengthen the industrial processing of agricultural products and improve the added value of regional agri-food production.

Industrial digitalization and smart factories

The program also provides incentives for the digital transformation of processing plants and the adoption of advanced technologies.

Among the planned initiatives are:

  • Development of digitized industrial plants;
  • Creation of “advanced smart factories”;
  • Implementation of “factories of the future” models ;
  • Digital systems to improve food safety management and traceability, known as “transparent factories”.


These measures seek to improve production efficiency, food traceability and quality control in the industry.

Reinforcement of logistics infrastructures

Another important component of the program is support for the development of specialized logistics infrastructures, especially in the cold chain.

The policies contemplate:

  • Construction and modernization of cold chain logistics bases;
  • The development of intelligent warehouses;
  • The creation of collection and distribution centers in rural areas.


These investments are aimed at reducing transportation costs and improving efficiency in the distribution of agri-food products.

The policy package will be in effect until December 31, 2028 and reflects Chongqing’s goal of consolidating a more technified, integrated and global market-oriented agri-food industry.
