THE U.S. READJUSTS TARIFFS ON ALUMINUM, STEEL AND COPPER. U.S. readjusts tariffs on aluminum, steel and copper

The United States has issued a new proclamation adjusting tariffs on imports of aluminum, steel and copper, as well as their derivative products. The measures include the reduction of the tariff for HVAC components and the origin threshold.

Actions announced

The new proclamation introduces strategic adjustments to balance national security with the needs of domestic industries. The main actions are:

  • Temporary tariff reduction to 15%: Eligibility for an Annex III tariff benefit is expanded to include agricultural machinery and certain residential HVAC (heating, ventilation and air conditioning) systems. These products were previously subject to higher rates and will now enjoy a reduced tariff of 15% through the end of 2027.
  • Inclusion of new derivative products: To avoid duty avoidance, aluminum lithographic plates and steel racks are added to the list of taxable derivatives.
  • Adjustment of the U.S. origin threshold: The weight threshold for a product to be considered “wholly” made of U.S.-origin metals is reduced from 95% to 85%. This measure seeks to encourage the use of U.S.-produced metals in downstream products.
  • Regime for mobile industrial machinery: Temporary modifications are established for mobile industrial equipment (Construction and Grading Machinery, Material Handling Vehicles…) under Annex I-C, with a default tariff of 25%, but with lower rates for specific trading partners.

Impact on European products

Products originating in European Union member states receive preferential treatment under the Annex I-C regime (steel and aluminum derivatives for mobile industrial machinery).

  • 15% minimum tariff: If the general tariff (rate for standard imports) of the product is less than 15%, an additional Section 232 tariff will be applied to bring the total amount to exactly 15% ad valorem.
  • Additional duty exemption: If the general duty is already 15% or higher, the additional Section 232 duty will be zero percent.

Key dates
  • June 1, 2026: Date of issuance of the Presidential Proclamation.
  • June 8, 2026: Entry into force of tariff amendments and annexes.
  • December 31, 2027: Scheduled termination date for temporary measures in Annex I-C and Annex III.
  • January 1, 2028: Tariff rates will revert to the structure previously established by Proclamation 11021 of April 2026, unless otherwise provided.

Product groups concerned

Below, I detail the allocation by sector according to the annexes:

Food processing equipment

  • Affected (25% – Annex I-B): Industrial or laboratory microwave ovens (8514.20).
  • Exempt (Annex II): Certain food preparations (2106.90.9998).

Plastic processing machinery

  • Temporary reduction (15% – Annex III): Injection molding machines for footwear (8477.10.30), for laser discs (8477.10.40) and other plastic injection presses (8477.10.90). Also injection, compression and blow molds for rubber or plastics (8480.71 to 8480.79).
  • Flexography: Flexographic printing machinery (8443.16.00) is subject to 25% under Annex I-B.

Textile machinery

  • Affected (25% – Annex I-B): Drying machines for yarn or fabric of a capacity exceeding 10 kg (8451.29.00).

Bathroom, sanitary, sanitation and HVAC equipment

  • Sanitary ware and Bath (25% – Annex I-B): Sinks and washbasins of stainless steel (7324.10), bathtubs (7324.29) and other sanitary ware of steel, aluminum or copper (7324.90, 7615.20, 7418.20).
  • HVAC (Heating and Air Conditioning):
    • Reduction to 15% (Annex III): Residential air conditioning equipment (window or wall) and its main components such as evaporator coils (8415.10, 8415.90.80).
    • Affected (25% – Annex I-B): Central heating boilers (8403.10) and non-electric radiators (7322.19).
  • Construction: Steel or aluminum structures, doors and windows (7308, 7610) are taxed at rates up to 50% (Schedule I-A) if they are primary forms or 25% if they are derivatives.

Urban lighting

  • Lighting: Aluminum light poles (9405.99.4020) are exempt under Annex II. However, parts of lamps of brass or metal (9405.99.20/40) are on derivative lists.

Low and medium voltage electrical equipment

  • Affected (25% – Annex I-B): Electrical transformers (8504.21 to 8504.33), AC motors (8501.53), stators and rotors (8503.00), and insulated electric conductors (8544.42 to 8544.60).
  • Reduction to 15% (Annex III): Large power transformers (over 10,000 kVa) and components for wind energy equipment.

Industrial hardware

  • Affected (25% – Annex I-B): Hand tools of iron or steel (8205.59), screws, bolts, nuts and washers of copper or steel (7415, 7318). Also hardware, hinges and automatic door closers (8302).
  • Affected (50% – Annex I-A): Roller chain and link chain (7315.11/12).
