EU activates electronic ATA carnet

As of March 31, 2026, the EU will be integrated into the electronic ATA carnet system, progressively replacing the paper-based stamping with a digital model based on QR codes. The change will imply new operational obligations for companies and Chambers of Commerce.

This transformation involves moving from a system based on a front and back cover, matrices and paper flyers, with manual stamping, to an electronic system based on the reading and scanning of QR codes associated with each transaction: validation, temporary export, temporary import, re-export, re-import and transit.

What does this mean for companies?

From the date indicated above, the Chambers of Commerce must issue the carnet in both paper and digital format, communicating to the operator an ID number and a PIN for downloading in the “ATA CARNET” application.

The operator shall:

  • Download the application and generate the QR corresponding to each operation.
  • Submit the appropriate QR to Customs for each movement.
  • Pre-plan the number of trips and operations required, as each export, import or re-export generates a separate QR.

The application will also allow attaching complementary documentation (photographs, transport documents, licenses, among others) and, soon, sending pre-notifications or pre-declarations to facilitate the remote processing of operations.

Transitional period and coexistence of formats

Between March 31, 2026 and the beginning of 2028 (which could be extended), the paper and digital ATA carnet will coexist, since the countries party to the Istanbul Convention will progressively adhere to the electronic system.

Different scenarios may occur during this period:

  • Countries that operate exclusively on paper.
  • Fully digital countries.
  • Mixed situations in which the operator must simultaneously carry both formats.


In certain cases, the Chamber of Commerce will issue twin cards, one in paper and the other in digital format, each one being valid according to the system of the country of destination.

It will be the operator’s responsibility to have the appropriate format for each transit to avoid incidents, delays or rejections in customs processing.

In indirect exports, the validation of the carnet (activation QR) will always be performed by the Customs Office of Export and not by the Customs Office of Actual Exit, in accordance with article 339 of RECAU.

ICC ATA Carnet application

The new digital model is articulated through the application ICC ATA Carnetdeveloped by the International Chamber of Commerce (ICC), which will be the operational tool for managing the electronic carnet throughout its life cycle.

Through this platform, the operator will be able to download the digital notebook using an ID number and PIN provided by the Chamber of Commerce, generate the QR codes corresponding to each customs operation and show these codes to the competent authorities.
