The U.S. has strengthened steel and aluminum tariffs in 2025, extending them to hundreds of products. AMEC has been following these developments to provide companies with a clear vision of the changes and their implications. <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4bc9ab88 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"4bc9ab88\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-74207383 elementor-widget elementor-widget-text-editor\" data-id=\"74207383\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p data-start=\"530\" data-end=\"1024\">The measures adopted by the United States fall under <strong data-start=\"643\" data-end=\"684\">Section 232<\/strong>, the instrument that allows the imposition of restrictions or tariffs on imports for national security reasons.<\/p><p data-start=\"530\" data-end=\"1024\">During 2025, the U.S. Administration has reactivated and expanded this regime, doubling tariffs and extending them to a wide range of downstream products incorporating these metals.<\/p><p data-start=\"1026\" data-end=\"1561\">Given the complexity of these developments and their relevance to AMEC members, we have prepared a <strong data-start=\"1137\" data-end=\"1161\">detailed timeline<\/strong> between February and September 2025.<\/p><p data-start=\"1026\" data-end=\"1561\">The objective is to provide a practical tool to identify the main changes and how these measures may affect exports of industrial goods to the U.S. market.<\/p><h5><strong><br>February 10, 2025 &#8211; Start of the new regime<\/strong><\/h5><p><strong>Documents:<\/strong><\/p><ul><li><strong>Proclamation 10895 &#8211; Adjustment of aluminum imports.  <\/strong><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/02\/18\/2025-02832\/adjusting-imports-of-aluminum-into-the-united-states\" target=\"_blank\" rel=\"noopener\">https:\/\/www.federalregister.gov\/documents\/2025\/02\/18\/2025-02832\/adjusting-imports-of-aluminum-into-the-united-states<\/a><\/li><li><strong>Proclamation 10896 &#8211; Adjustment of steel imports.  <\/strong><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/02\/18\/2025-02833\/adjusting-imports-of-steel-into-the-united-states\" target=\"_blank\" rel=\"noopener\">https:\/\/www.federalregister.gov\/documents\/2025\/02\/18\/2025-02833\/adjusting-imports-of-steel-into-the-united-states<\/a><\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br>Substantive developments:<\/strong><\/p><ul><li>Reimpose <strong>25% <\/strong>ad valorem <strong>tariffs <\/strong>on all steel and aluminum imports, including by-products.<\/li><li>They introduce the <strong>distinction between &#8220;wholly of steel and aluminum&#8221;<\/strong> (basic products of chapters 72, 73 and 76) and <strong>&#8220;derivatives&#8221;<\/strong> (articles containing steel and aluminum as components).<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>March 5, 2025 &#8211; Initial Technical Implementation<\/strong><\/h5><p><strong>Document:<\/strong> <em>BIS Notice &#8211; Implementation of Duties on Steel Pursuant to Proclamation 10896. <\/em><a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/03\/05\/2025-03598\/implementation-of-duties-on-steel-pursuant-to-proclamation-10896-adjusting-imports-of-steel-into-the\" target=\"_blank\" rel=\"noopener\">https:\/\/www.federalregister.gov\/documents\/2025\/03\/05\/2025-03598\/implementation-of-duties-on-steel-pursuant-to-proclamation-10896-adjusting-imports-of-steel-into-the<\/a><\/p><p><strong><span style=\"color: #ffffff;\">_<\/span><br>Substantive developments:<\/strong><\/p><ul><li><strong>Reflects in the HTSUS the distinction<\/strong> between <strong>products wholly of steel<\/strong> and <strong>steel products<\/strong> by incorporating heading 9903.81.xx.<\/li><li>Defines the rule that when a product <strong>is not made entirely of steel<\/strong>, the 232 tariff is calculated <strong>only on the declared value of the steel content<\/strong>, not on the total value of the good.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>June 9, 2025 &#8211; Duplication of tariffs<\/strong><\/h5><p><strong>Document:<\/strong> <em>Presidential Proclamation 10947 &#8211; Adjusting Imports of Aluminum and Steel Into the United States.<\/em> <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/06\/09\/2025-10524\/adjusting-imports-of-aluminum-and-steel-into-the-united-states\" target=\"_blank\" rel=\"noopener\">https:\/\/www.federalregister.gov\/documents\/2025\/06\/09\/2025-10524\/adjusting-imports-of-aluminum-and-steel-into-the-united-states<\/a><\/p><p><strong><span style=\"color: #ffffff;\">_<\/span><br>Substantive changes: <\/strong>Increases tariffs from <strong>25% to 50% <\/strong>on all steel and aluminum products and their derivatives.<\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>June 16, 2025 &#8211; Major expansion of steel and aluminum products<\/strong><\/h5><p><strong>Document:<\/strong> <em>BIS Notice &#8211; Adoption and Procedures of the Section 232 Steel and Aluminum Tariff Inclusions Process (August 2025).<\/em> <a href=\"https:\/\/www.federalregister.gov\/documents\/2025\/08\/19\/2025-15819\/adoption-and-procedures-of-the-section-232-steel-and-aluminum-tariff-inclusions-process\" target=\"_blank\" rel=\"noopener\">https:\/\/www.federalregister.gov\/documents\/2025\/08\/19\/2025-15819\/adoption-and-procedures-of-the-section-232-steel-and-aluminum-tariff-inclusions-process<\/a><\/p><p><strong><span style=\"color: #ffffff;\">_<\/span><br>Substantive developments:<\/strong><\/p><ul><li><strong>407 new HTSUS codes<\/strong> for steel and aluminum products <strong>are added<\/strong>.<\/li><li>The categories mainly cover:<ul><li><strong>Chapters 82-83:<\/strong> tools, hinges, fasteners, cutlery, hardware.<\/li><li><strong>Chapters 84-85:<\/strong> motors, generators, transformers, cables, electrical appliances.<\/li><li><strong>Chapter 87:<\/strong> vehicles, trailers, chassis, parts of mobile machinery.<\/li><li><strong>Chapter 94:<\/strong> metal furniture, structures, accessories.<\/li><li>Some <strong>processed aluminum<\/strong> products (composite sheets, profiles, components).<\/li><\/ul><\/li><li>He informed that <strong>another 60 items were under evaluation<\/strong> for the next round.<\/li><\/ul><h5><span style=\"color: #ffffff;\">_<\/span><br><strong>There is no &#8220;232 list&#8221;.<\/strong><\/h5><p>In short, there is not a list of codes that is being updated, but a series of proclamations.<\/p><p><strong>The most practical and secure system is to consult the different online tools where the applicable tariffs per item can be consulted.  <\/strong><\/p><p data-start=\"1690\" data-end=\"1732\">Practical criteria to distinguish how the 50% tariff is applied:<\/p><p data-start=\"1737\" data-end=\"1839\"><strong data-start=\"1737\" data-end=\"1770\">A. Products &#8220;entirely of steel or aluminum&#8221;: <\/strong>These are primary or semi-finished metallic products. <strong data-start=\"1786\" data-end=\"1836\">50% of the total value.<\/strong><\/p><ul data-start=\"1843\" data-end=\"1995\"><li data-start=\"1843\" data-end=\"1886\"><p data-start=\"1845\" data-end=\"1886\"><strong data-start=\"1845\" data-end=\"1855\">Steel:<\/strong> Chapters 72 and 73.<\/p><\/li><li data-start=\"1890\" data-end=\"1995\"><p data-start=\"1892\" data-end=\"1995\"><strong data-start=\"1892\" data-end=\"1905\">Aluminum:<\/strong> Chapter 76.<\/p><\/li><\/ul><p data-start=\"1892\" data-end=\"1995\"><strong data-start=\"2000\" data-end=\"2025\">B. Derivative&#8221; products: <\/strong>Any other article classified outside these chapters, <strong data-start=\"2094\" data-end=\"2162\">even if made partly or mainly of steel or aluminum<\/strong>.
