applicable threshold, the administration may introduce in the bidding documents a clause of participation limited to national bidders.<\/strong><\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>New relevant thresholds<\/strong><\/h5><p><strong>a) Goods and services (excluding construction)<\/strong><\/p><ul><li><strong>General budget administrations<\/strong>: from TRY 14.7 million (\u22480.29 M\u20ac) to TRY 18.7 million (\u22480.37 M\u20ac).<\/li><li><strong>Other public administrations<\/strong>: from TRY 24.5 million (\u22480.49 M\u20ac) to TRY 31.2 million (\u22480.62 M\u20ac).<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br><\/strong> b<strong>) Works (construction):<\/strong> from 538.0 million TRY (\u224810.76 M\u20ac) to 686.9 million TRY (\u224813.74 M\u20ac).<\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>Implications for foreign companies<\/strong><\/h5><p>In practice, this change in minimum thresholds represents an <strong>indirect tightening of access to smaller and medium-sized public contracts.<\/strong><\/p><p>By raising the thresholds, the range of contracts that fall below the limit increases, and therefore more<strong> tenders of average amount may become legally &#8220;only for Turkish companies&#8221;.<\/strong><\/p><p>For an exporting company or a company with a commercial presence in Turkey, it gains importance:<\/p><ul><li>Working with <strong>local partners or subsidiaries.<\/strong><\/li><li>Structuring <strong>consortia<\/strong> with Turkish entity.<\/li><li><strong>Prioritize higher volume projects<\/strong> where the restriction does not apply.<\/li><\/ul><p><span style=\"color: #ffffff;\">_<\/span><br><strong>Likewise, the strategic value of:<\/strong><\/p><ul><li>Local presence<\/li><li>Stable alliances<\/li><li>Local assembly or integration<\/li><li>Hybrid models (commercial subsidiary with EU
