Its aim is to increase resilient and decarbonized industrial production in the Union, with the goal of industry accounting for 20% of EU GDP by 2035. We explain the most relevant points.  <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2ce87b28 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"2ce87b28\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-580999f3 elementor-widget elementor-widget-text-editor\" data-id=\"580999f3\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5><strong>Creating &#8220;Lead Markets&#8221; through Green Procurement Requirements<\/strong><\/h5><p>The law seeks to stimulate demand for sustainable products through the strategic use of public procurement and state support schemes.<\/p><ul><li><strong>Sectors Affected:<\/strong> Measures initially focus on energy-intensive industries<strong>(steel, cement, aluminum<\/strong>) and net-zero emission technologies<strong>(batteries, solar, heat pumps, wind and nuclear<\/strong>).<\/li><li><strong>Low Carbon Requirements:<\/strong> For public tenders launched from <strong>January 2029<\/strong>, minimum quotas of low carbon materials are established: <strong>25% for steel, 25% for aluminum and 5% for cement\/concrete<\/strong>.<\/li><li><strong>Origin requirements (&#8220;Made in EU&#8221;):<\/strong> Origin criteria are introduced to ensure that public investment benefits the European value chain. In the automotive sector, in order to access incentives, electric vehicles will have to meet a Union content value of at least <strong>70% by 2027 and 75% by 2030<\/strong>. <\/li><li><strong>Exemption Mechanisms:<\/strong> Authorities may omit these requirements if the cost is disproportionate (increase greater than 25%) or if there are no suppliers available that meet the conditions.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>Carbon Intensity Labeling System<\/strong><\/h5><p>A framework is established to differentiate industrial products according to their greenhouse gas (GHG) emissions.<\/p><ul><li><strong>Steel Priority:<\/strong> A specific classification system is developed for steel, based on performance classes (A-C) that consider both the primary and secondary production route.<\/li><li><strong>Administrative Simplification:<\/strong> The methodology will reuse data already validated under the <strong>Emissions Trading Scheme (ETS)<\/strong> and the <strong>Border Carbon Adjustment Mechanism (CBAM)<\/strong> to avoid duplicate reporting.<\/li><li><strong>Transparency:<\/strong> Labeling will make it easier for buyers to identify low-carbon products, allowing European companies to monetize their &#8220;green premium&#8221;.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>Permit Streamlining and Industrial Acceleration Zones<\/strong><\/h5><p>The IAA introduces measures to eliminate bureaucratic bottlenecks that delay industrial projects.<\/p><ul><li><strong>Digital One-Stop-Shop:<\/strong> Member States must establish a <strong>digital single point of access<\/strong> for all permit applications to be handled electronically and interoperably.<\/li><li><strong>Time Limits:<\/strong> A maximum period of <strong>18 months<\/strong> is imposed for permitting procedures for decarbonization projects in strategic industries.<\/li><li><strong>Industrial Acceleration Zones:<\/strong> Countries will designate specific areas to cluster industrial activities. These clusters will benefit from: <ul><li><strong>Aggregate baseline permits:<\/strong> Preliminary environmental assessments at the zone level so that individual projects require less paperwork.<\/li><li><strong>Infrastructure priority:<\/strong> Priority assessment by DSOs for connection to electricity and hydrogen.<\/li><li><strong>Tacit approval:<\/strong> At certain intermediate steps, if the administration does not respond in a timely manner, the proceeding will be considered approved.<\/li><\/ul><\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>Conditions for Foreign Direct Investment<\/strong><\/h5><p>The EU establishes mandatory conditions for large foreign investments that may affect the single market in strategic sectors.<\/p><ul><li><strong>Application Thresholds:<\/strong> Applies to investments in excess of <strong>EUR 100 million<\/strong> from investors from countries controlling more than <strong>40% of global manufacturing capacity<\/strong> in sectors such as batteries, solar or critical raw materials.<\/li><li><strong>Mandatory Conditions (must meet at least 4 out of 6):<\/strong><\/li><\/ul><ul><li style=\"list-style-type: none;\"><ul><li><strong>Control limit:<\/strong> The investor may not own more than 49% of the capital or voting rights.<\/li><li><strong>Joint Ventures:<\/strong> Obligation to associate with Union entities with equal participation in management.<\/li><li><strong>Technology transfer:<\/strong> Intellectual property license agreements in favor of the European entity.<\/li><li><strong>Investment in R&amp;D:<\/strong> Allocate at least <strong>1% of gross revenues<\/strong> annually to research and development within the Union.<\/li><li><strong>Local employment:<\/strong> Ensure that at least <strong>50% of the workforce<\/strong> are Union workers at all levels, including management positions.<\/li><li><strong>Supply chain:<\/strong> Sourcing at least <strong>30% of European inputs<\/strong> for the manufacturing activity.<\/li><\/ul><\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br>SME Support and Horizontal Measures<\/strong><\/h5><p>The regulations include safeguards to mitigate the administrative burden on small and medium-sized companies.<\/p><ul><li><strong>Simplification in Construction:<\/strong> In the construction sector, micro and small businesses will be able to demonstrate compliance with low carbon requirements through <strong>self-declarations<\/strong>, reducing certification costs.<\/li><li><strong>Digital Savings:<\/strong> It is estimated that the digitization of permit processes will generate net savings for SMEs of approximately <strong>26.86 million euros per year.<\/strong><\/li><li><strong>Review Clause:<\/strong> The Commission will evaluate the effectiveness of these measures <strong>three years<\/strong> after their entry into force, with an in-depth review after <strong>five years<\/strong>.<\/li><\/ul><p><span style=\"color: #ffffff;\">_<\/span><br>The <strong>Industrial Accelerator Act (IAA)<\/strong> is currently in its <strong>initial stage of legislative processing<\/strong> and, therefore, <strong>is not yet implemented.<\/strong><\/p><ul><li><strong>Current status: Proposal adopted. <\/strong>The European Commission <strong>formally adopted the proposal on March 4, 2026<\/strong>.
