The measures include the reduction of the tariff for HVAC components and the origin threshold. <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5d4f7c83 elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"5d4f7c83\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-440a2d9a elementor-widget elementor-widget-text-editor\" data-id=\"440a2d9a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h5><strong>Actions announced<\/strong><\/h5><p>The new proclamation introduces strategic adjustments to balance national security with the needs of domestic industries. The main actions are: <\/p><ul><li><strong>Temporary tariff reduction to 15%:<\/strong> Eligibility for an <strong>Annex III<\/strong> tariff benefit is expanded to include <strong>agricultural machinery<\/strong> and certain <strong>residential HVAC (heating, ventilation and air conditioning)<\/strong> systems. These products were previously subject to higher rates and will now enjoy a reduced tariff of 15% through the end of 2027. <\/li><li><strong>Inclusion of new derivative products:<\/strong> To avoid duty avoidance, <strong>aluminum lithographic plates<\/strong> and <strong>steel racks<\/strong> are added to the list of taxable derivatives.<\/li><li><strong>Adjustment of the U.S. origin threshold:<\/strong> <strong>The weight threshold<\/strong> for a product to be considered &#8220;wholly&#8221; made of U.S.-origin metals is reduced from 95% to <strong>85%<\/strong>. This measure seeks to encourage the use of U.S.-produced metals in downstream products. <\/li><li><strong>Regime for mobile industrial machinery:<\/strong> Temporary modifications are established for mobile industrial equipment (Construction and Grading Machinery, Material Handling Vehicles&#8230;) under <strong>Annex I-C<\/strong>, with a default tariff of 25%, but with lower rates for specific trading partners.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Impact on European products<\/strong><\/h5><p>Products originating in <strong>European Union member states<\/strong> receive preferential treatment under the <strong>Annex I-C<\/strong> regime (steel and aluminum derivatives for mobile industrial machinery).<\/p><ul><li><strong>15% minimum tariff:<\/strong> If the general tariff (rate for standard imports) of the product is less than 15%, an additional Section 232 tariff will be applied to bring the total amount to exactly <strong>15% ad valorem<\/strong>.<\/li><li><strong>Additional duty exemption:<\/strong> If the general duty is already 15% or higher, the additional Section 232 duty will be <strong>zero percent<\/strong>.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Key dates<\/strong><\/h5><ul><li><strong>June 1, 2026:<\/strong> Date of issuance of the Presidential Proclamation.<\/li><li><strong>June 8, 2026:<\/strong> Entry into force of tariff amendments and annexes.<\/li><li><strong>December 31, 2027:<\/strong> Scheduled termination date for temporary measures in Annex I-C and Annex III.<\/li><li><strong>January 1, 2028:<\/strong> Tariff rates will revert to the structure previously established by Proclamation 11021 of April 2026, unless otherwise provided.<\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Product groups concerned<\/strong><\/h5><p>Below, I detail the allocation by sector according to the annexes:<\/p><p><strong>Food processing equipment<\/strong><\/p><ul><li><strong>Affected (25% &#8211; Annex I-B):<\/strong> Industrial or laboratory microwave ovens (8514.20).<\/li><li><strong>Exempt (Annex II):<\/strong> Certain food preparations (2106.90.9998).<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Plastic processing machinery<\/strong><\/p><ul><li><strong>Temporary reduction (15% &#8211; Annex III):<\/strong> Injection molding machines for footwear (8477.10.30), for laser discs (8477.10.40) and other plastic injection presses (8477.10.90). Also injection, compression and blow molds for rubber or plastics (8480.71 to 8480.79). <\/li><li><strong>Flexography:<\/strong> Flexographic printing machinery (8443.16.00) is subject to <strong>25%<\/strong> under Annex I-B.<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Textile machinery<\/strong><\/p><ul><li><strong>Affected (25% &#8211; Annex I-B):<\/strong> Drying machines for yarn or fabric of a capacity exceeding 10 kg (8451.29.00).<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Bathroom, sanitary, sanitation and HVAC equipment<\/strong><\/p><ul><li><strong>Sanitary ware and Bath (25% &#8211; Annex I-B):<\/strong> Sinks and washbasins of stainless steel (7324.10), bathtubs (7324.29) and other sanitary ware of steel, aluminum or copper (7324.90, 7615.20, 7418.20).<\/li><li><strong>HVAC (Heating and Air Conditioning):<\/strong><ul><li><strong>Reduction to 15% (Annex III):<\/strong> Residential air conditioning equipment (window or wall) and its main components such as evaporator coils (8415.10, 8415.90.80).<\/li><li><strong>Affected (25% &#8211; Annex I-B):<\/strong> Central heating boilers (8403.10) and non-electric radiators (7322.19).<\/li><\/ul><\/li><li><strong>Construction:<\/strong> Steel or aluminum structures, doors and windows (7308, 7610) are taxed at rates up to <strong>50%<\/strong> (Schedule I-A) if they are primary forms or <strong>25%<\/strong> if they are derivatives.<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Urban lighting<\/strong><\/p><ul><li><strong>Lighting:<\/strong> Aluminum light poles (9405.99.4020) are <strong>exempt<\/strong> under Annex II. However, parts of lamps of brass or metal (9405.99.20\/40) are on derivative lists. <\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Low and medium voltage electrical equipment<\/strong><\/p><ul><li><strong>Affected (25% &#8211; Annex I-B):<\/strong> Electrical transformers (8504.21 to 8504.33), AC motors (8501.53), stators and rotors (8503.00), and insulated electric conductors (8544.42 to 8544.60).<\/li><li><strong>Reduction to 15% (Annex III):<\/strong> Large power transformers (over 10,000 kVa) and components for wind energy equipment.<\/li><\/ul><p><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Industrial hardware<\/strong><\/p><ul><li><strong>Affected (25% &#8211; Annex I-B):<\/strong> Hand tools of iron or steel (8205.59), screws, bolts, nuts and washers of copper or steel (7415, 7318). Also hardware, hinges and automatic door closers (8302). <\/li><li><strong>Affected (50% &#8211; Annex I-A):<\/strong> Roller chain and link chain (7315.11\/12).<\/li><\/ul>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section
