The European Commission&#8217;s latest Eurobarometer indicates that labor shortages in the EU have reached critical levels. <\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-c4c893a elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"c4c893a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-62c3720e elementor-widget elementor-widget-text-editor\" data-id=\"62c3720e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>The European productive fabric (and especially the manufacturing sector) is undergoing a transformation that requires new technical skills. International recruitment is an indispensable way to fill these niche vacancies and maintain the global competitiveness of European companies. <\/p><p>Despite this pressing need, SMEs hardly use legal migration channels. The aim of the Eurobarometer is to understand the barriers in order to design tools, such as the future <em><a href=\"https:\/\/home-affairs.ec.europa.eu\/policies\/migration-and-asylum\/legal-migration-and-resettlement\/work\/eu-talent-pool_en\" target=\"_blank\" rel=\"noopener\">EU<\/a> Talent Pool<\/em>, to facilitate this flow in an orderly and legal manner. <\/p><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Attempts to contract outside the EU<\/strong><\/h5><p>To what extent are manufacturing SMEs willing to open their selection processes to the international market?<\/p><ul><li><strong>Manufacturing at the top of the productive sector:<\/strong> <strong>15% of<\/strong> EU <strong>manufacturing SMEs<\/strong> have tried to recruit talent outside EU borders in the last two years. They slightly exceed the overall average for all sectors (14%). <\/li><li><strong>SMEs stand out for the good:<\/strong> <strong>39% of<\/strong> EU <strong>SMEs<\/strong> have sought workers from outside the EU. Having a human resources department or minimum structure is the key factor in daring to take the international leap. <\/li><li><strong>Spain in the average:<\/strong> SMEs in Spain are at <strong>15%<\/strong> of international recruitment attempts. The key qualitative data is that, while in Europe the most sought-after non-EU profile is construction or hotel and catering workers, in Spain the second most sought-after profile outside the EU is <strong>civil and structural engineers (15%)<\/strong>, far exceeding the European average (9%). <\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>The great barriers of the process<\/strong><\/h5><p>When analyzing the companies that <em>did<\/em> try to contract outside the EU, the obstacles of manufacturing SMEs and the Spanish market show opposite realities:<\/p><ul><li><strong>Language:<\/strong> <em>In Europe:<\/em> Language is a problem for 24% of global SMEs. <em>In Spain:<\/em> Only <strong>10%<\/strong> of Spanish SMEs see language as a barrier. The obvious cultural and language link with Latin America acts as a protective shield for Spanish companies against the rest of the EU. <\/li><li><strong>Bureaucracy:<\/strong> <em>In Europe:<\/em> Visa procedures and administration are the number one obstacle for SMEs as a whole (31%). <em>In Spain:<\/em> <strong>Only 14%<\/strong> of Spanish SMEs identify it as their main problem.<\/li><li><strong>Identify and locate candidates:<\/strong> This is where the tables are turned. In the EU, 25% of SMEs are concerned about finding suitable candidates at source. <em>In Spain:<\/em> <strong>It rises to 44%<\/strong>. SMEs in Spain suffer much more than their European competitors in finding reliable recruitment channels, verifying resumes and approving the technical skills of workers before bringing them in.  <\/li><\/ul><h5><strong><span style=\"color: #ffffff;\">_<\/span><br\/>Institutional support and loneliness of manufacturing SMEs<\/strong><\/h5><p>The report uncovers a generalized isolation of companies in international procurement processes, a chronic problem that is accentuated in Spain.<\/p><ul><li><strong>78% of EU manufacturing SMEs<\/strong> confess to not knowing of any public or institutional support services to mitigate talent shortages through outsourcing (in line with 79% overall).<\/li><li>In the <strong>EU manufacturing sector, 81%<\/strong> of SMEs had to manage the entire process purely in-house.
